Council weighs $68M jail sale to Fulton, plus a flat tax rate and a senior tower rises

Atlanta City Council to Vote on Selling City Detention Center to Fulton County
Mayor Andre Dickens offered to sell the jail to the county for $68 million, and Fulton County Chair Robb Pitts accepted, but the council wanted to weigh in first. The sale is meant to help with overcrowding at the county jail on Rice Street, and Fulton County already leases some beds at the city facility.

Thousands Gather at Lenox Square for 44th Annual Komen Race for the Cure
Roughly 3,000 runners and walkers took part in the Susan G. Komen Greater Atlanta Race for the Cure on Saturday, Oct. 17, which included a 5K, a one-mile route, a timed run, a fun run and a walk. Komen set a fundraising goal of $815,000 for the event, which also featured a Hope Village celebration and a survivor parade.

Fulton County Holds Property Tax Rate Flat as School Board Weighs Increase
County commissioners voted at their Oct. 7 meeting to keep the general fund rate at 8.87 mills, though the advertised rate is a 0.54% increase over the 8.82 mill rollback rate because of higher reassessments. The Fulton County Board of Education has tentatively adopted a rate of 18.08 mills, one mill above last year's 17.08, which would be the first district increase request in seven years.

Buckhead Senior Living Community Breaks Ground on Expansion Tower
Corso Atlanta at 3200 Howell Mill Road is adding an 11-story tower with 110 private independent living residences, new restaurants and event amenities. HKS designed the expansion, Brasfield and Gorrie is the general contractor, and opening is expected in Spring 2028.

Fulton Commission Races Heat Up as Early Voting Launches Across Metro
Five of the Fulton County Commission's seven seats are on the Nov. 3 ballot, including the chair, and early voting runs through Oct. 30. In District 1, incumbent Republican Bridget Thorne faces a rematch with Democrat Maggie Goldman, whom she beat four years ago by 394 votes out of 72,410 cast.

Council committees tackle the $68M jail sale, data center limits, and a zoning rewrite

Note: our information comes from posted meetings documents (agendas and minutes when available) — latest source document hyperlinked to each meeting.

Past Week Roundup

Committee agendas posted so far don't include minutes, so outcomes aren't yet available. The Finance/Executive Committee had the city's $68 million jail sale to Fulton County on its agenda, which we covered in today's news section, along with the FY 2027 city property tax rates, which stayed held in committee. It also took up a resolution urging the city to bar tax-delinquent developers, data centers in particular, from getting tax breaks. The Zoning Committee had a full rewrite of the citywide zoning ordinance and map in front of it, plus a proposal to create a new legal definition of "family" that could change who can live together in a home. The same agenda included a string of BeltLine-area rezonings that would turn old industrial sites into mixed-use space, and one request for a special use permit for a commercial recreation venue in Buckhead Village. At the City Utilities Committee, members looked at a ban on using drinking water to cool data centers, a data center task force, and a ban on septic tanks for new commercial buildings. That meeting also covered relief for sudden water bill spikes, $25 million for water pipe rehabilitation, and a request for up to $20 million in state financing to replace lead service lines. The Transportation Committee weighed a $2 million federal grant for Centennial Yards street design, several street abandonment requests, and a traffic study for the District 8 area. The Public Safety & Legal Administration Committee considered limiting the city's purchase of weapon-equipped robots and a $350,000 lawsuit settlement tied to a police incident, along with a $582,102 federal policing grant. The Community Development/Human Services Committee had $24 million in federal housing grants and $21.85 million in added park construction and maintenance funding on its agenda, along with a feasibility study on expanding public housing.

Office buildouts on Peachtree, plus LED lighting on I-75 and a SR 400 tunnel rehab

Permits
- 4401 Northside Pkwy NW, a second-generation buildout is ready to issue for a vacant suite in a multi-story office building.
- 2964 Peachtree Rd NW, interior demolition is underway on a commercial alteration. Crews are stripping partitions, ceilings, finishes, lighting, and millwork, so expect some noise while the space gets gutted.
- 3575 Piedmont Rd NE, six low-voltage permits are pending approval for fire alarm work. They cover new smoke detectors, relocated speaker strobes, and added strobe devices, all tied to a new floor plan layout. That points to an office reconfiguration inside the building.
- 3035 Peachtree Rd NE, an electrical renovation was issued for an existing commercial suite. It includes new lighting, outlets, switches, and a transformer, which usually means a tenant is refreshing the space.

Road Work

Under Construction
- I-75 lighting, Musket Ridge Drive to I-85 — Older sodium streetlights along this stretch of I-75 are being swapped for energy-efficient LEDs. GDOT lists it as about 88% complete.
- SR 400 tunnel under the Justin C. Martin Building — Crews are repairing concrete and the fire and electrical systems in the SR 400 tunnel beneath the Justin C. Martin Building, and adding a monitoring system tied to GDOT's Navigator. GDOT lists it as about 92% complete.
- SR 9 resurfacing to north of Paces Ferry Road — SR 9 is being repaved from SR 3 to just north of Paces Ferry Road. GDOT lists it as about 39% complete.

Utility Work

Atlanta Watershed:
- News Release: City of Atlanta Department of Watershed Management Lifts Boil Water Advisory for Residents and Businesses in ALL Impacted Areas — The City of Atlanta Department of Watershed Management has lifted the boil water advisory for all impacted areas, including South Fulton, Fairburn, Union City, and Chattahoochee Hills, after testing confirmed the water is safe to drink.

Service Requests
- Non-Emergency Traffic Signal Repair: Seven reports came in for signals at Maple Dr and Pharr Rd, Northside Dr and Wesley Rd, Northside Dr and Arden Rd, W Wesley Rd and Northside Dr, and along Wesley Rd NW, plus two other spots. Wesley Rd and Northside Dr drew several of them, so if you drive that stretch, you've likely noticed.
- Emergency Traffic Signal Repair (Level 1): Seven reports hit Peachtree Rd and Bolling Way (2), Sardis Way and Peachtree Rd (2), Powers Ferry Rd and Roswell Rd, Peachtree Rd and Roswell Rd, and Peachtree Battle Ave and Northside Dr. Most are already closed.
- Right of Way Overgrowth: Five reports flagged blocked sightlines on Peachtree Battle Ave NW (2), Peachtree Rd NE, Peachtree Hills Ave at Peachtree Rd, and Margaret Mitchell Dr NW. Three are already solved.
- Potholes: You'll find them on W Paces Ferry Rd NW, Wieuca Rd at Roswell Rd, and Piedmont Rd at Buford Hwy. The Piedmont report went to the sewer division.
- Downed Trees: Two reports came in for Valley Green Dr NE, both filed on 10/17.
