Fulton sets millage at 8.87, moves to abolish the ethics board, and weighs AI rules

Note: our information comes from posted meetings documents (agendas and minutes when available) โ€” latest source document hyperlinked to each meeting.

Past Week Roundup

Fulton County Board of Commissioners
Commissioners set the 2026 millage rates, including 8.87 mills for the General Fund, after Commissioner Bridget Thorne's push for a lower 8.22 rollback rate died for lack of a second. The board also voted 4-1 to start abolishing the Fulton County Board of Ethics and replace it with independent hearing officers for complaints. On spending, you'll see more than $14 million go to four contractors for standby wastewater construction work, plus $3.76 million more for maintenance and upgrades at the Camp Creek facility. Commissioners put a $9.58 million contract extension with Transdev for senior and behavioral health transportation on hold, so that service's funding picture stays open for now. They also approved a policy directive for the county manager to set rules on how Fulton uses artificial intelligence, and a proposal to limit public comment to agenda items failed without a second.

Atlanta NPUs
Three Neighborhood Planning Units met Tuesday night, and no minutes are published yet for any of Atlanta's October meetings, so outcomes aren't confirmed. NPU-B took up a special use permit for a new exercise facility, several residential zoning variances, and alcohol license requests for new restaurants and ownership changes at existing ones. It also heard a Georgia Power update. NPU-C had two residential variance requests on its agenda, including one for a 17-foot retaining wall nearly triple the standard 6-foot limit, along with alcohol licenses for a new sporting club with two bars. Both units also had the Atlanta BeltLine's Subarea 7 Master Plan on the agenda, which shapes future trail links, parks, and development nearby. NPU-A also met Tuesday evening, but no agenda was available.

Atlanta City Council
The full City Council agenda was packed. It included a citywide rule requiring special use permits for every new self-storage facility, $2.34 million to buy 12.6 acres for a new park, and an ordinance ending admission fees at city pools during open swim hours. Several industrial sites were also up for rezoning into dense mixed-use developments. As covered in today's news section, the proposed sale of the Atlanta City Detention Center to Fulton County was held in committee. Data center proposals to ban potable water for cooling and create a task force were also held. The Committee on Council had on its agenda a resolution seeking certified police officers at recreation centers used as polling sites, plus ordinances on the order of public comment at council meetings. It also considered a charter change requiring a council member to sponsor all legislation and a resolution for an outside investigation into city contracting with Foris Webb III.

Atlanta Public Schools Board of Education
The school board took up final adoption of the tax levy resolution that sets the school property tax request for the FY2027 General Fund budget. That request shows up on your property tax bill. Board members also approved construction management contracts for renovations at Booker T. Washington High School and the Medical Magnet Academy, and for building upgrades at Mary Lin Elementary. A third bundled contract covers building systems and HVAC work at Parkside Elementary, Heritage Academy, and Hollis Innovation Academy. The board also approved leasing the former Towns Elementary property to the Atlanta Volunteer Lawyer Foundation and Compudopt, which puts a vacant school building back to community use.

CONSTRUCTION

School campus expansion on Northside, plus sprinkler permits along Lenox and Peachtree

Permits
- 2221 Peachtree Rd NE, Commercial interior remodel for the UPS Store in Ste D. The permit needs additional materials before the city moves it forward, so work hasn't started yet.
- 3260 Northside Dr NW, Commercial addition and renovation at a school campus. The scope covers updates to existing upper and middle school classrooms plus a new addition. It's still routed for review, but if approved, you'll see construction noise and contractor traffic on Northside.
- 225 W Wieuca Rd NE, Mill and resurface of an existing asphalt parking lot. Crews will lay 2 inches of new asphalt, so expect noise and temporary parking disruptions. The permit is under review.
- 3475 Lenox Rd NE, Fire sprinkler permit issued to add and relocate parts of the existing system to NFPA 13 standards. That points to interior buildout work in the Lenox corridor.
- 3475 Piedmont Rd NE, A matching fire sprinkler permit, also issued, to add and relocate parts of the existing system. It's the same scope as the Lenox Rd filing, so a tenant buildout is likely underway.
- 3445 Peachtree Rd NE, Fire sprinkler work issued to relocate 6 uprights, add 19, plug 6 and shorten 3. That's a sizable reconfiguration for an interior space.

Road Work

Under Construction
- I-75 from Musket Ridge Drive to I-85 Lighting Upgrades (Fulton County) โ€” Crews are swapping the old high-pressure sodium lights along this stretch for energy-efficient LEDs, and may also replace poles, conduit and wiring.
- SR 400 at Justin C. Martin Building Tunnel Bridge Rehab (Fulton County) โ€” Rehabilitation of the tunnel under the Justin C. Martin Building over SR 400, including spall repairs to beams and roof slabs, fire and electrical system repairs, and a new monitoring system.
- SR 9 from SR 3 to North of Paces Ferry Road Resurfacing (Fulton County) โ€” Resurfacing of SR 9 to improve the road's low pavement condition score.

Service Requests
