Council bans new self-storage citywide and kills a West Paces Ferry rezoning 13-0

The council's biggest move this week was a unanimous 15-0 vote to impose a 180-day moratorium on new self-storage facilities citywide, pausing all permits and rezonings while the city reviews its zoning guidelines for that use. Closer to home, the council denied a rezoning request that would have converted about 11 acres near West Paces Ferry Road from large-lot single-family to a planned development housing designation, with Councilmember Mary Norwood leading the 13-0 vote against it. On the financial side, the council approved a $62.9 million contract for enabling work on a new Delta One Lounge at Hartsfield-Jackson and a $1.75 million cooperative agreement for Amazon Web Services cloud support across several city departments. The Committee on Council also voted unanimously to authorize a special election this November on whether to renew a 1% educational sales tax in Fulton County, putting that decision directly in voters' hands. Several closely watched policy items were deferred, including proposed short-term rental regulations, a new alcohol license audit policy, and changes to how public comment works at council meetings, so those conversations aren't over yet.

NPU-A, NPU-B, and NPU-C all held virtual meetings on July 7, and because only agendas are available, no final decisions have been confirmed. Items may have been tabled, deferred, or withdrawn. All three NPUs had the same two citywide proposals on their agendas: a zoning ordinance that would require medical cannabis dispensaries to obtain a Special Use Permit to operate within the distance limits set by Georgia state law, and a proposed adjustment to the city's solid waste fees, taxes, and backyard trash collection exemption rules that could affect your monthly bill. NPU-B's agenda also included a Special Use Permit request for a commercial recreation business on Peachtree Road, a sign-ordinance waiver request for a Piedmont Road property, and special event permit applications for two fall and winter festivals on Buckhead Avenue. Additionally, NPU-B was set to consider a retail alcohol license transfer for Lucy's Market's relocation to a new Piedmont Road address, along with ownership and agent changes for several other neighborhood establishments.

- 3209 Paces Ferry Pl NW — A commercial suite is being stripped to whitebox condition for a future tenant. That means interior and exterior demolition plus stair work.
- 3350 Peachtree Rd NE — Second-floor mezzanine amenity improvements permitted at this high-rise address. The project covers a full interior refresh of the common area.
- 3333 Piedmont Rd NE — A Class A office renovation is underway on the 21st floor of a sprinklered high-rise.
- 4075 Paces Ferry Rd NW — An electrical permit covers a new 400-amp panel feeding equipment for a temporary kitchen setup.
- 3495 Buckhead Loop NE — A new fire alarm system is going into Suite 110, which is becoming a Gold's Gym. New gym on the way.
- 575 Morosgo Dr NE and 3050 Peachtree Rd NW — Tenant improvement and fire sprinkler work permitted at both addresses. Standard build-out activity.

- I-75 Lighting Upgrade (Fulton County) Crews are replacing outdated high-pressure sodium fixtures with LED lighting along I-75 from Musket Ridge Drive to I-85. The work covers 1.7 miles and shouldn't disrupt your drive significantly, but expect some nighttime lane activity.
- SR 400 Tunnel Bridge Rehab at the Justin C. Martin Building (Fulton County) Rehabilitation work is underway on the SR 400 tunnel, covering spall repair on transfer beams and roof slabs, fire system repairs, and other structural upgrades.
- SR 9 Resurfacing (Fulton County) Resurfacing is active on SR 9 from SR 3 north to Paces Ferry Road. The road's current pavement condition scored low enough to flag for maintenance attention, so this work is overdue.

- Traffic Signal Repairs (Non-Emergency) — Six signals need attention at Northside Pkwy, Lenox Pkwy at Lenox Rd, Northside Dr at Blackland Rd, Powers Ferry Rd, and Peachtree Rd at Rumson Rd, plus one additional location.
- Traffic Signal Repairs (Emergency) — Five urgent signal issues were reported at Howell Mill Rd at Northside Pkwy, Peachtree Hills Ave at Lindbergh Dr, Lenox Rd, and Peachtree Battle Ave at Peachtree Rd.
