DeKalb County Committee of the Whole

Big agenda items: The committee reviewed several major expenditures, including a $49.75 million contract for sewer infrastructure rehabilitation and a $22.2 million extension for animal shelter operations through 2027. DEVELOPMENT AND CONSTRUCTION NEARBY
Tech upgrades, new tattoo shop, and US 278 road diet construction

Permits

Here’s a look at the latest permit activity in the Decatur area. From new businesses in North Decatur to tech upgrades near Suburban Plaza, here is what’s moving in our neighborhood:

  • 2655 N Decatur Rd: A high-dollar permit ($80,000) was filed for significant tech and security upgrades, including the installation of new cameras, registers, speakers, and data wiring.

  • 2459 N Decatur Rd: A new tattoo shop is moving into the neighborhood. The building was recently purchased, and work is underway to prepare the space for the new tenant.

  • 3378 Memorial Dr (Ste H): This location has been permitted as a "base of operations" kitchen. Expect to see some activity here as it serves as the commercial prep station for a local mobile food unit.

  • 421 DeKalb Industrial Way: New signage is coming to the Scottdale area. A secondary entryway sign will be installed on the side elevation of the existing building following a recently approved variance.

  • Residential Updates: In addition to the commercial work, four minor residential permits were filed this week for single-family homes, totaling just under $30,000 in improvements across the area.

Road Work

Keep your eyes peeled while driving through the neighborhood this week! Here is the latest on the state-level road projects GDOT has planned or in progress around Decatur, Avondale Estates, and Scottdale:

  • US 278/SR 10 (from Ashton Place to Sams Crossing): This pedestrian crossing and road diet project is currently Under Construction. Active work is happening NOW, and crews are on-site reconfiguring this mile-long stretch from five lanes down to three to make it more multi-modal friendly. Expect traffic impacts in this part of DeKalb County.

  • SR 10 (from SR 155/S. Candler St/E. Trinity Place to Arcadia Ave/Sams Crossing): This roadway transformation is currently in the Construction Work Program phase. It is funded and approved, but active construction has not started yet. Once work begins, it will involve a road diet and a protected two-way cycle track.

  • Downtown Avondale Multi-Modal Improvements: Improvements at three locations in Avondale Estates are in the Construction Work Program. This bicycle and pedestrian facility project is approved, and while crews aren't on-site yet, construction is imminent.

  • Laredo Drive & N. Clarendon Ave: New sidewalks and bicyclist "VRU" connectivity enhancements are coming to these intersections. The project is currently in the Construction Work Program phase, meaning contracts are being finalized and work is starting soon.

  • Atlanta Ave @ CSX & Adair Street Realignment: This railroad crossing and realignment project is in the Construction Work Program. It is funded and approved for this area of DeKalb County, though active construction is still in the pipeline and hasn't started quite yet.

Here’s a look at the latest 311 service requests around the Decatur area to keep you in the loop on what’s happening in our neighborhoods:

- Sidewalk Maintenance — Multiple reports filed along West Ponce de Leon Ave, Lockwood Ter, and the 200-300 block of Fairview St.
- Stormwater Issues — Concerns reported at the intersections of West Howard Ave & Pattillo Way and Clairemont Ave & Erie Ave.
