The Atlanta City Council Finance Committee has halted action on a proposed $68 million sale of the Atlanta City Detention Center to Fulton County. Council members requested further review regarding deal funding structures, planned building retrofits, and the status of roughly 180 city corrections personnel.

Live-K Karaoke signs lease at The CTR, former CNN Center, with opening scheduled for fall 2027 — Live-K Karaoke has signed a 10,500-square-foot lease to take the former Dantanna's space along Andrew Young International Boulevard at The CTR in Downtown Atlanta, with Live-K Atlanta, its first Georgia location, scheduled to open in the fall of 2027.

Fulton County Board of Commissioners
The commissioners held a short special meeting that lasted about eight minutes. They opened the required public hearing on the 2026 General Fund property tax rate, and two residents spoke by Zoom. The board took no vote on the rate, so your tax bill isn't settled yet. Commissioners also voted 4-0 to pull two items from the agenda. One would have renewed the county's employee and retiree health insurance contract with Anthem Blue Cross Blue Shield. The other would have set 2027 premium rates. Both items still need action before the coverage year starts.

Atlanta City Council
As covered in today's news section, the Finance/Executive Committee held the proposed $68 million detention center sale to Fulton County. That same meeting advanced a $325,000 donation to Gateway Center for homelessness services and a $438,005 weapons detection upgrade contract. The Transportation Committee approved a $4.9 million, six-month extension for the airport rental car center and $640,000 in design work for airport parking deck expansion. It also held three proposals to give up public street sections to private owners, along with the BeltLine bike lane proposal. Minutes aren't published yet for the Community Development/Human Services Committee, so we only know its agenda. It included more than $2.3 million to buy land for a new westside park, tougher tree protection rules, and a $7.75 million federal grant to remove lead hazards from homes. The City Utilities Committee took up an ordinance to protect residents from sudden water bill spikes, a $17.5 million transfer for the North Fork storage tank and pump station project, and an $18.25 million sludge hauling renewal. Held legislation on data center water use also appeared on its agenda. The Public Safety & Legal Administration Committee had citywide surveillance technology oversight rules and competing detention center proposals before it, including a push to close the facility for community housing. The Zoning Committee agenda featured a citywide Special Use Permit requirement for new self-storage facilities and a sweeping rewrite of the city's zoning code.

Atlanta Public Schools
The district's Student Advisory Council held a general body meeting at the Center for Learning and Leadership. The record shows no minutes or votes, so no formal actions came out of the session. Students discussed the district's "Forward 2040" long-term plan and ways to strengthen core instruction. They also received an overview of the council's standing committees. Nothing from this meeting changes school zoning, spending, or policy for your family.

Atlanta NPU-M
The agenda for NPU-M's virtual meeting leaned heavily on development and events, and it didn't include outcomes. Neighbors had a proposal to rezone a light industrial site along the BeltLine for high-density housing and ground-floor shops. They also took up a liquor license application for a new downtown nightclub and two residential setback variances. Event permits filled much of the agenda, including street closures for an Atlanta United celebration and several fall and winter festivals at nearby parks. A presentation on a proposed Pedestrian Bill of Rights and a vote on the 2027 bylaws rounded out the night.

- 227 Courtland St NE: A commercial permit for concrete repairs, sealant, barrier cable installation, and traffic deck coating is routed for review (filed 9/24). That reads like a parking structure refresh. If you park nearby, expect some disruption once work starts.
- 80 Jesse Hill Jr Dr SE: Grady Memorial Hospital's Phase 5 lab renovation is awaiting review (filed 10/3). The work covers Level 1 in Wings C and D. Five phases in, this is a long-running upgrade to one of the city's busiest hospitals.
- 88 Peachtree St SW: A space is set to become a restaurant cocktail lounge, with a new commercial kitchen and a new bar area (filed 10/2). Review is pending. If it clears, you'll have another spot for drinks downtown.

- I-75/i-85 from Csx #050315P to Brookwood Interchange — Resurfacing of this stretch of I-75/I-85 (SR 401), last repaved in 2016, to improve its low pavement condition score.
- I-75 @ Ralph Mcgill Blvd & @ Baker Street - Tunnel Lighting — The tunnels' old high-pressure sodium lights are being replaced with energy-efficient LEDs, with conduit and wiring replaced where needed.
- I-75 @ SR 154 - Tunnel Lighting — The tunnel's old high-pressure sodium lights are being replaced with energy-efficient LEDs, with conduit and wiring replaced where needed.
- I-75 from I-85 to Memorial Drive — Crews are swapping the old high-pressure sodium lights along this stretch for energy-efficient LEDs, and may also replace poles, conduit and wiring.

Service Requests
- Traffic Signal Repairs (Non-Emergency) 14 reports came in, including Courtland St and Baker St (reported twice), Ivan Allen Jr Blvd NW at Marshalling Yard, Ivan Allen Jr Blvd at Williams St, Peachtree St at Linden Ave, and Pine St at Peachtree St. Eight more intersections round out the list. Crews are working on some, and others are already closed out.
- Traffic Signal Repairs (Emergency, Level 1) Five reports hit N Ave and W Peachtree St (twice), Forsyth St and Alabama St, Woodruff Park and Peachtree St NE, and Piedmont Ave and Martin L King Jr Dr. Four are closed. The fifth was routed under a different category.
- Litter Removal Whitehall St and Whitehall Ter. Crews are on it.
- Potholes Auditorium Pl SE. The city referred this one to the Sewer Division, so the fix may involve underground work.
