Druid Hills / North Decatur

The people have spoken, and the North Decatur and Emory / Druid Hills newsletters have been combined! This move makes a ton of sense honestly, with both of these areas being unincorporated DeKalb and sharing a lot of news / events. Hope you enjoy!

One more exciting announcement: We just launched a cross-neighborhood “week in review” edition that highlights the most important stories across all our neighborhoods, and are launching in the near future a “Downtown” edition and a “Southwest Beltline” edition! Re-choose your neighborhoods here if you want to sign up for any of those three.

Happy Fourth of July week, Druid Hills and North Decatur! It's a big one, with America turning 250 and the Druid Hills block party landing Saturday morning alongside the Peachtree Road Race. But before you fire up the grill, there's some consequential county business to catch up on: DeKalb commissioners just killed data center regulations and are now weighing property tax and fee increases that could hit your tax bill.

- News — DeKalb's data center vote drew major pushback from local advocates and went nowhere, millage and fee hikes are moving through the budget process, and Emory lands childhood cancer research funding alongside a new nursing dean.
- Events — The Druid Hills Fourth of July parade and block party is Saturday, the Peachtree Road Race runs the same morning, and the week is packed with storytime, live animals at Fernbank, and author events at Eagle Eye.
- Government — DeKalb commissioners denied data center zoning rules, approved an Airbnb excise tax, and punted $4 million in trail contracts — including South River and North Fork Peachtree Creek — to committee later this month.
- Construction — A $500K three-story infill home is rising on N. Decatur Road, a major gut renovation is underway at 1784 N. Decatur, and Cliff Valley Way is closing through August 10th (unfortunately for those of us who have to brave the Clairmont I-85 exit).

Let's dive in.

DeKalb County considering millage rate, fee increases
DeKalb County officials are weighing increases to property tax millage rates and county service fees as they work to close the gap on the upcoming budget. DeKalb Commission denies data center regulations

GOVERNMENT

Data center zoning denied, Airbnb excise tax approved, and $4M in trail contracts deferred

Note: our information comes from posted meetings documents (agendas and minutes when available) — latest source document hyperlinked to each meeting.

Past Week Roundup

The Board's June 23 meeting opened with a significant land use decision: commissioners denied a county-wide text amendment that would have created zoning standards and development guidelines for data centers in industrial and office-district zones, a proposal that drew considerable attention as the industry continues to expand across metro Atlanta. On the residential front, a developer's request to rezone a property for a 12-home subdivision was also rejected, preserving existing medium-lot single-family protections. Commissioners did approve an update to the county's short-term rental rules, adding an excise tax on platforms like Airbnb and directing planning staff to report back with further recommendations within six months — a sign the county is still fine-tuning its approach. Several high-dollar items were pushed to committee: proposed hikes to residential sanitation and stormwater fees head to the Finance, Audit & Budget Committee on July 7, while more than $4 million in trail design contracts — including work on the South River Trail and North Fork Peachtree Creek Trail — were deferred to the Public Works & Infrastructure Committee on July 14. On the social services side, the Board approved a $1.2 million in-home care contract for seniors and greenlighted an implementation plan for a North DeKalb day center serving residents experiencing homelessness. A June 26 work session was also on the calendar, though no documents or outcomes from that meeting are yet available.

The DeKalb County School District Policy Committee met on June 25 to work through a slate of consequential policy updates, though it's worth noting upfront that the agenda — not finalized minutes — is the primary available record, so none of the following items should be treated as decided. The most closely watched item was Student Assignment Policy (JBCC), which governs how students are placed in schools and sets attendance boundaries — a topic that directly affects property values and school access across the district. Also on the table was a new Artificial Intelligence policy, which would establish district-wide rules for how AI tools can be used by students and staff, and a Literacy Policy setting instructional goals and reading standards. Several administrative housekeeping policies were also reviewed, covering topics like board legal counsel, gifts and bequests, and records management. All items remain under evaluation, and the committee's next scheduled meeting is July 30 — residents who want to weigh in on student assignment or AI rules should plan accordingly.

Atlanta Public Schools' Policy Review Committee met June 23 to take up several notable agenda items, though no detailed minutes or vote outcomes have been recorded in the official public record, so these discussions should be understood as scheduled — not necessarily completed or decided. A draft Electronic Payments and Funds Transfer Policy was on the agenda for approval, which would govern how the district handles digital transactions and financial transfers. The committee also had a discussion item on student technology use and instructional materials policy, which sets the rules for how students interact with digital tools in the classroom. Perhaps the most consequential agenda item for neighbors was a discussion of Facility Repurposing and Community Asset Stewardship — a policy that shapes what happens to vacant or underused school buildings and how communities get a say in that process, though no property-specific decisions or public comment sessions were recorded.

Notable Neighborhood Mentions

CONSTRUCTION

A 3-story infill home and a major reno on N. Decatur, and RIP Cliff Valley cut-through

Permits

- 1208 N. Decatur Rd NE — $500K new construction filed for a 3-story single-family home on a previously vacant 5,879 sq ft lot, midway between Villa Dr and E. Rock Springs Rd. Three stories on a narrow infill lot — it'll stand out on the streetscape.
- 1784 N. Decatur Rd NE — Full building renovation routed for review. A Level 3 scope means this is significant work — full demolition of interior floor areas with MEP (mechanical, electrical, plumbing) overhaul included. Worth watching for what comes next.
- 2240 Lawrenceville Hwy — $100K electrical permit closed for a new ground-up oil change and tire facility. A new auto-service shop is coming to this stretch of Lawrenceville.
- Christmas Ln — $500K new build single-family home on slab, permit now closed.
- 1365 Clifton Rd NE (Emory University Hospital) — Active HVAC and plumbing work underway in the CT-2 Tower, including duct rerouting, new VAVs, medical gas lines, and plumbing fixtures. Ongoing hospital renovation — expect contractor activity in that corridor.
- 1364 Clifton Rd NE (Rollins Pavilion) — Interior renovation permitted, covering finishes, ceiling work, and lighting upgrades throughout the existing building.

Beyond these highlights, the area logged 31 additional notable commercial permits totaling nearly $38 million in aggregate value — spanning business, assembly-use, and fire safety work — plus 65 smaller residential and mechanical permits worth another ~$554K. A busy stretch for the neighborhood.

Road Work

Under Construction
- Lavista Turn Lane Extension at Clairmont Rd. (DeKalb County) — A left turn lane extension is underway at the Lavista/Clairmont intersection. Expect some signal and lane disruptions at this busy crossing.
- Lavista & Shepherds Lane Signal Upgrade (DeKalb County) — Signal work is ongoing at Lavista and Shepherds Lane. Timing changes at this intersection may cause brief delays, so build in extra buffer if this is part of your regular route.

Utility Work

- Cliff Valley WayBeginning today – Mon. 8/10, Cliff Valley Way will close for approximately six weeks to continue replacement of sewer lines as part of the Cliff Valley Sewer Replacement Project from 9am-4pm, Mon-Fri. RIP to your favorite cut-through to avoid the Clairmont I-85 exit backup.
