Trader Joe’s likely to replace Baby Kroger in Decatur

Neighborhood Planning Unit O (NPU-O)

This week’s NPU-O meeting, representing East Lake, Kirkwood, and Edgewood, centered on several significant land-use and zoning changes. A major highlight was the discussion regarding a proposed mixed-use development at 1850 Memorial Drive SE. Developers are seeking to rezone this vacant commercial lot to MRC-2 to build a four-story building featuring 40 apartment units over ground-floor retail. This project sparked conversation about density trends and housing affordability along the Memorial Drive corridor.

In Kirkwood, the board reviewed a variance request on McLendon Avenue NE, where a homeowner is looking to reduce the front yard setback to 28 feet to accommodate a new front porch. Another residential project on Kirkwood Avenue SE involves a subdivision application to split one lot into two for the construction of two new market-rate homes.

On the Edgewood side, the "Urban Garden Collective" presented a proposal for an urban farm and outdoor market at 320 DeKalb Avenue NE. This requires a Special Use Permit to allow regular market events and produce sales on what is currently an empty residential lot. Additionally, two separate subdivision and variance requests were discussed for properties at 450 Moreland Avenue NE and 1245 Moreland Avenue SE, involving the creation of new residential lots and height/setback adjustments due to topography.

In commercial news, a Special Use Permit was discussed for a 22-room boutique hotel with a ground-floor bar at 882 Memorial Drive SE. The board also reviewed a liquor license change-of-ownership for "The Local Spot" at 210 Bill Kennedy Way SE. Finally, city-wide legislation was discussed that would allow Accessory Dwelling Units (like carriage houses) to be built on single-family lots without special permits, a move intended to increase "missing middle" housing across the city.

Atlanta City Council - Zoning Committee

The committee moved forward on several citywide policy changes and local property designations. Significant legislative updates included a proposed "Mandatory Accessibility" ordinance requiring push-button automatic door activators for most new commercial and multi-family buildings. Additionally, a new ordinance aims to prohibit warehousing, self-storage, and distribution centers within the Beltline Overlay District to prioritize walkable, high-density development.

Locally, the committee addressed several government-owned parcels on Hosea L. Williams Drive (1469, 1473, 1477, and 1483 Hosea L. Williams Dr SE). We’re seeing some significant investment in residential footprints this month, along with a few commercial shifts that suggest new life in our retail corridors.

Commercial & Business

  • 2575 Alston Dr SE: A "Commercial Miscellaneous" building permit was filed on January 23 for work in East Lake.

  • 285 Mayson Ave NE: Plumbing permits were issued on February 15 to install a business-grade setup, including a floor drain, water closet, and electric water heater. This Edgewood spot is definitely prepping for a new tenant.

  • 1860 Memorial Dr: A new business license was processed on February 13. Keep an eye on this high-traffic stretch for a new neighbor opening soon.

High-Dollar & Noteworthy Construction

  • Ridgedale Rd NE: A massive $600,000 residential addition permit was filed on January 24. Expect significant noise and construction traffic on this Kirkwood block for the foreseeable future.

  • Mortimer St SE: Another Kirkwood homeowner is going big with a $300,000 addition permit filed on January 15.

  • Paxon St SE: A $125,000 addition permit was filed on January 16 for this East Lake residence.

Other Activity
There were 34 minor permits filed this week totaling roughly $79,410. This includes 5 arborist visits for hazardous trees and 4 residential demolitions—so if you hear heavy machinery, that’s likely why.

Traffic

  • Memorial Drive Pedestrian Safety (VRU): Several projects are "Under Construction" to add mid-block crossings and restricted U-turns between Hill Street and Pearl Street to make the corridor safer for walkers.

  • I-20 @ Maynard Terrace: The roundabout project at the I-20 EB offramp is in full swing. This is causing significant changes to the intersection at McPherson Avenue—watch for new traffic patterns.

  • Glenwood Ave @ Clifton St: Signal upgrades and ADA ramp installations are underway as part of a larger DeKalb/Fulton safety initiative.

  • I-20 Lighting: If you commute at night, expect some shoulder closures as crews upgrade the highway lighting to LEDs from Capitol Avenue down to Flat Shoals Road.

Atlanta Watershed

  • 349 Decatur St SE: A 24-hour road closure began on February 13 for emergency sewer rehabilitation between Hill Street and Hilliard Street. This work is expected to last six weeks. Detours are routing traffic via MLK Jr. Drive and Grant Street.

  • Ormond St SE: The closure between Hank Aaron Drive and Fraser Street for water main improvements has been extended through March 6 due to recent weather delays.

DeKalb County

  • Grant Drive Water Main Replacement: This major project launched on February 2 in the East Lake area. Crews are replacing over 6,000 feet of pipeline. Expect construction noise and traffic from 7 a.m. to 7 p.m. through August 2026.

  • Presidents Day Schedule: Because Monday, Feb 16 is a holiday, all DeKalb sanitation collections (garbage, recycling, and yard trimmings) will run one day late this week.
