Council bans new self-storage citywide, puts E-SPLOST on the November ballot

As covered in today's news section, the council passed a 180-day citywide moratorium on new self-storage facilities by a 15-0 vote, buying the city time to reassess its zoning rules for these developments. The council also voted unanimously to authorize a special election this November where Fulton County voters will decide whether to continue the 1% educational sales tax (E-SPLOST), so that's a decision that will land directly in your hands at the ballot box. On the spending side, council approved a $62.9 million contract for upgrades to the Delta One Lounge at Hartsfield-Jackson, plus a $1.75 million agreement for Amazon Web Services cloud support across several city departments. The council also granted a Special Use Permit to Ansley Golf Club to continue operating its private club facilities, and passed a resolution demanding a written explanation from the Fulton County Chief Assessor about why a long-inactive construction site has been receiving property tax breaks. Two significant policy items were deferred and remain in committee: a proposal to create a formal Office of Short-Term Rentals with a strict registration system, and a proposal to allow forensic financial audits of alcohol-licensed businesses during police investigations.
NPU-E's July 7 meeting was agenda-only, so keep in mind that any item below may have been tabled, deferred, or otherwise not acted on. Nine major Piedmont Park events are scheduled for advisory votes, ranging from the Atl Vegan Festival this summer to ONE Musicfest in October and the ATL Holiday Market in December. These permit reviews are your neighborhood's main opportunity to weigh in on how the park handles noise, traffic, and access during peak event weekends. Also on the agenda is a proposal to designate Peachtree Circle as an official Historic District overlay, which would introduce design guidelines governing exterior changes and demolitions on properties in the area. Rounding out the meeting, several new food and drink businesses are up for license consideration, including a new bar and multiple restaurants seeking to open in the neighborhood.

Electrical, plumbing, HVAC ductwork, and fire sprinkler modifications are all in the works simultaneously. That level of coordinated activity across trades usually means a new tenant is getting close to opening. No business name in the filings, but the scope is substantial.
- 100 6th St NE — Interior renovation permitted for a new restaurant and bar tenant moving into an existing commercial space.
- 218 15th St NE — A residential addition is in the works, with plans covering a rear sitting porch, great room, expanded kitchen, guest bedroom, office, and master suite.
Beyond those, the week's remaining activity is routine. Six residential HVAC permits, a handful of miscellaneous and plumbing filings, nothing that signals major disruption. The 675 W Peachtree buildout is the one to watch. If multiple trades are pulling permits at once, work on the ground probably isn't far behind.

- SR 3/US 41 Operational Improvements (Fulton County) Work is underway at the intersection cluster of Northside Drive, 14th Street, and Hemphill Avenue. GDOT is reconfiguring the signals to give drivers more flexibility through what's currently a complicated crossing.
- SR 13 Resurfacing from SR 9 to North Fork Peachtree Creek (Fulton County) GDOT is resurfacing SR 13 along this corridor, which last saw pavement work in 2012. Expect lane restrictions and rough transitional surfaces while crews work through the stretch.
- Bridge Preservation at Multiple Locations across Cobb, DeKalb, and Fulton Counties This multi-county project covers co-polymer overlay, steel beam painting, and bridge joint replacement at seven locations. One of the Fulton County sites falls close to the area, so keep an eye out for flagging and lane shifts near bridge structures on your usual routes.
- Buford Spring Connector Tunnel Lighting at I-85 (Fulton County) Crews are upgrading the tunnel lighting from older high-pressure sodium fixtures to LED. Work may include conduit and wiring replacement.
- I-75 Lighting Upgrades from I-85 to Memorial Drive (Fulton County) A similar LED lighting upgrade is active along this I-75 corridor. Pole, conduit, and wiring work may accompany the fixture replacements, so watch for lane restrictions, particularly after dark.
