27 school closures proposed, Trader Joe's buzz, and Decatur library reopening

DeKalb County could close 27 schools, initial plan says. Here’s the list.
The DeKalb County School District has released a series of redistricting scenarios that could lead to the closure of nearly 30 schools across the county to address declining enrollment. Residents are being urged to review the initial plans and provide feedback, as these changes would fundamentally reshape local attendance zones and school communities.

Trader Joe’s likely to replace Baby Kroger in Decatur
Local buzz is intensifying following reports that Trader Joe’s is the frontrunner to move into the former "Baby Kroger" location on Scott Boulevard. This development would bring a highly anticipated grocery option to the doorstep of Medlock Park and North Decatur residents who have long awaited a permanent tenant for the prominent retail space.

DeKalb County Commission considering blasting ordinance
County commissioners are moving forward with a new ordinance that would strictly regulate construction blasting, a major concern for residents near large-scale development sites like Lulah Hills and Northlake. The proposed rules would require more rigorous notification processes and pre-blast structural inspections to protect surrounding homes from the impact of heavy site preparation.

The Decatur Library has officially reopened its doors but with significant new safety protocols, including mandatory security screenings for all visitors. This move comes in direct response to a recent shooting incident at the facility and marks a permanent shift in how local residents from North Decatur and surrounding neighborhoods will access public library services.

Meetings from the Past Week

DeKalb County Board of Commissioners
February 10, 2026 at 09:00 AM

The Board of Commissioners held a high-impact meeting this week focused heavily on the county’s fiscal future and major infrastructure overhauls. A primary highlight was the formal adoption of the 2026 Annual Budget, which serves as the county's financial roadmap for the coming year.

Infrastructure and Environment
The Board moved forward with two massive sewer system projects totaling over $100 million. These includes a $49.7 million contract for ongoing sewer assessment and rehabilitation (CD-OSCAR) and a $51.4 million project for the replacement of the Shoal Creek Trunk Sewer. In a move toward sustainability, the Board also discussed a new Electric Landscape Maintenance Device Rebate Program, which would offer incentives for residents and contractors to trade in gas-powered blowers and mowers for quieter, electric alternatives.

Local Impact: PDK Airport and Quality of Life
Neighbors near the northern edge of the community will be interested in a proposed moratorium regarding DeKalb-Peachtree Airport (PDK). The Board considered a temporary halt on new hangar development and is urging the FAA to restrict nighttime flights to emergencies only to mitigate noise. Additionally, after a long period of deferral, the Board revisited amendments to the county Noise Ordinance and discussed a new Control Blasting and Safety Ordinance to provide stricter oversight of construction-related blasting.

Public Safety and Services

  • Water Bill of Rights: A resolution was introduced to establish formal protections and service standards for all county water customers.

  • "People's Choice" Repaving: District 7 residents may soon have a direct say in infrastructure, as a proposal was discussed to allow citizens to select five miles of local roadway to be prioritized for repaving.

  • Animal Care: The Board considered creating a "Court-Held Dog Coordinator" position and resuming "cost-of-care" petitions to recover expenses for impounded dogs involved in legal cases.

Zoning and Development
The Board held a public hearing regarding a significant development proposal in the Northeast Expressway corridor. The request seeks to rezone land from general commercial use to high-density residential, potentially paving the way for a mix of townhomes and apartment buildings. Other administrative items approved included lease extensions for county office space in the Decatur area and tree-trimming easements for Georgia Power on county-owned utility parcels in the Lithonia area.

Upcoming Meetings

DeKalb County Committee of the Whole
Tuesday, February 17, 2026, 9:00 AM
Key agenda items include: A massive $22.2 million contract extension for Lifeline Animal Project to continue operating the county animal shelter through 2027; a $49.75 million investment in sewer infrastructure assessment and rehabilitation as part of the county's Consent Decree requirements; and the approval of the "DeKalb County Day Center" Implementation Plan to address homelessness. The committee will also review a resolution establishing a formal Bill of Rights for water customers and recommendations for changes to the DeKalb County Organizational Act.

Several significant ordinance updates are on the table, including a county-wide moratorium extension on new licenses for businesses selling sexual devices, new regulations regarding the location of data centers, and an amendment to the Nuisance Ordinance to allow the county to close properties cited for repeated criminal activity. Additionally, the committee will discuss new maintenance standards for vacant buildings and a "blasting ordinance" to establish safety regulations for construction-related blasting. Other business includes the formal adoption of the 2026 Annual Budget, preparations for the 2026 election cycle (including ballot printing and equipment transport), and the official retirement of K-9 Argo. Regional items include office space lease extensions for the Solicitor-General in Decatur, utility easements for tree trimming, funding for artistic crosswalks along the Stone Mountain Trail, and equipment purchases for county landfill operations.

DEVELOPMENT AND CONSTRUCTION NEAR YOU
New Scottdale homes, QT upgrades, and Lavista Road sidewalk construction

Permits

If you’ve noticed a bit more dust than usual, here is the inside scoop on the construction crews moving into our neck of the woods this week.

Commercial & High-Dollar Permits

  • 4013 Lavista Rd: There is some action at the Northlake-area office building. A permit was issued for a new tenant on Level 1. Expect minor demolition and new partition walls as they build out the suite.

  • 2746 Clairmont Rd: It looks like QT is doing a major upgrade. They are doing significant mechanical work, including replacing the entire hood system.

  • QuikTrip (Northlake/North Druid Hills area): Our local QT is getting an upgrade to its full-service counter, adding a new reach-in freezer and fryer equipment.

  • Sonata Ter & Auguste Ave: Keep an eye out for new neighbors in the Scottdale area. Two high-dollar permits ($215,000 each) were filed for water meters for Lots 61 and 78, signaling that these new single-family homes are nearing completion.

  • North Druid Hills Medical Complex: A new panel is being added to the existing monument sign for Suite 200, so we’ll have a new name to look for on the marquee soon.

Residential Summary
The area remains a hotbed for smaller renovations. There were 50 minor residential permits issued this week—mostly for single-family detached homes—with a total investment value of approximately $395,487.

Utilities and Roads

Traffic

  • SR 236 (Lavista Road) from Leafmore Place to Pangborn Road: Sidewalk construction is officially underway to connect the existing paths at Oak Grove and Pangborn. Watch for crews near the curb.

  • North Druid Hills Road @ CSX Bridge: A major bridge project is in the works for the 2,600-foot corridor between Spring Creek Drive and Willivee Drive. This is part of the Construction Work Program and will eventually cause significant shifts in traffic flow.

  • US 29 (Lawrenceville Hwy) @ North Druid Hills Road: Plans are moving forward to signalize the US 78 westbound exit ramp and widen North Druid Hills to provide three eastbound lanes.

  • SR 155 (Clairmont Rd) @ SR 236 (Lavista Rd): A restriping project is planned for this major intersection to improve traffic flow.

  • SR 410 (Stone Mountain Pkwy): Bridge rehabilitation is under construction at two locations nearby, involving deck overlays and joint replacements.

DeKalb County (Water & Infrastructure)

  • Sewer Mainline Maintenance: DeKalb County Watershed Management is conducting ongoing smoke testing and sewer line inspections in the Medlock Park and Valley Brook areas to identify infiltration points. Residents may see crews accessing manholes in residential easements.

  • Water Main Improvements: DeKalb County continues its $1.35 billion capital improvement program. While no specific "boil water" advisories are active for our zone this week, minor lane closures for valve replacements are expected near the Scottdale and North Druid Hills corridors.

Georgia Power

  • Grid Strengthening: Georgia Power has announced localized "Self-Healing Technology" upgrades throughout DeKalb County this month. This involves installing automated equipment to reduce the duration of outages, though it may result in brief, planned flickers for residents in the Briarcliff Woods and Oak Grove areas during installation.
