It was a heavy-lifting week for the commissioners, who balanced a massive checkbook while weighing new rules on everything from where you can pitch a tent to how loud your neighbor can be. In a major win for your monthly budget, the Committee of the Whole officially withdrew a proposal to hike stormwater utility fees. While that's staying put, the county is still opening the vault for infrastructure, advancing over $45 million in contracts to fix aging sewer lines and water valves, plus another $22 million to refresh the county's fleet of police and administrative vehicles.

Safety was a recurring theme across multiple sessions. The board is moving forward with a "Control Blasting and Safety Ordinance" designed to protect homes from the literal earth-shaking effects of construction explosives. Meanwhile, a more sensitive debate is brewing over a new vagrancy ordinance targeting "unauthorized camping" and public nuisances, which has been sent to committee for further seasoning. On the "new rules" list as well: stricter regulations for data centers (including health and environmental checks) and a $120,000 cloud-based system to keep a closer eye on short-term rentals like Airbnbs to ensure they're playing by the rules.

Some of the most anticipated items are stuck in a loop. The "Water Customer Bill of Rights," meant to protect residents from billing nightmares, was deferred yet again. Even more striking: the county's sound regulation ordinance has now been deferred more than 15 times since 2024. Apparently, finding the right volume for DeKalb is harder than it looks.

The biggest local flashpoint is a three-part application from Scope Builders for a project on North Decatur Road. The proposal includes a convenience store, gas pumps, and a drive-through pharmacy. While the Planning Commission already gave this a thumbs-down, the full Board of Commissioners is now the final hurdle.

In better news for local greenspaces, the county is moving forward with $50,000 in improvements for Frazier Rowe Park via a Park Pride grant and has greenlit over $216,000 in bond funds for upgrades at Rutledge Park. On the development front, keep an eye on a variety of proposals for new cottage homes and townhomes that are currently working their way through the zoning pipeline.

DEVELOPMENT AND CONSTRUCTION NEARBY

A $95M permit surge, a new turn lane on Lavista, and fancy garage upgrades

Permits
- Amanda Cir — A detached two-car garage is going up to the tune of $60,000. Finally, a place to hide the "project car" from the rest of the street!
- Heritage Square (Buildings 1-7) — Looks like the whole complex is getting an electrical overhaul. They're replacing 600-amp meter centers across at least seven buildings, so keep an eye out for utility trucks and maybe a few planned outages while they flip the switches.
- Alderbrook Rd — Someone is dropping a cool $175,000 to transform their carport into a proper garage, extend the deck, and refresh the front of the house. It's going to be a noisy few weeks of construction, but that backyard setup sounds like it'll be prime for summer hosting.
- Local Flavor — Tucked away in the minor permits is a new restaurant filing! While the address is still under wraps in the "other" pile, it's a sure sign that our local dining scene is continuing to heat up. Keep your eyes peeled for new signage popping up in our shopping centers.

- SR 236 EB @ SR 155 Left Turn Lane Extension (DeKalb County) — If you frequent the Lavista and Clairmont intersection, heads up: crews are officially on-site lengthening the turn lane. It's a win for traffic flow long-term, but expect a bit of a bottleneck near Oak Grove and North Druid Hills while they carve out that extra space.
- SR 10, SR 13, & SR 410 Bridge Preservation (DeKalb County) — This multi-route project is tackling bridge maintenance across the county, including spots along the Stone Mountain Parkway (SR 410). They're doing deep cleans, painting, and deck repairs, so watch for "work zone" signs and potential lane shifts when you're cruising past Scottdale or heading toward Northlake.

Construction Work Program
- SR 236 (Lavista Rd) from Fulton County Line to I-285 — Our main crawl through the neighborhood is finally getting some love. This stretch of Lavista is slated for a full resurface to fix that bumpy pavement, so get ready for a much smoother ride once the rollers arrive.
- SR 8/US 29 (Lawrenceville Hwy) from Fulton to Gwinnett County Line — This is a massive resurfacing project that spans nearly the entire county. Since it touches our corner of the world, expect some overnight lane closures in the future as they refresh the asphalt from one end of DeKalb to the other.
- SR 8/US 29 at North Druid Hills Road — Big changes are coming to this intersection. They're planning to signalize the US 78 westbound exit ramp and widen North Druid Hills to add a third eastbound lane. It's a major "operational improvement" that should hopefully stop the exit-ramp backup.
- North Druid Hills Road at the CSX Railroad Bridge — A 2,600-foot stretch of the corridor between Spring Creek Drive and Willivee Drive is set for bridge work. This is a bottleneck on a good day, so this bridge project will definitely be one to watch for your morning commute.
- Clairmont Road (SR 155) at Lavista Road (SR 236) — Just a quick "heads up" for this intersection: it's on the list for a restriping project. It's a minor tweak, but anything that clarifies the lanes at this busy crossroads is a win for the North Decatur crowd.
- US 78 (Stone Mountain Pkwy) Sign Upgrades (DeKalb & Gwinnett) — This project spans multiple counties and involves upgrading signage at nine different locations along the highway. It's mostly shoulder work, but keep an eye out for crews while you're heading toward Stone Mountain.
- US 78 at North Druid Hills Road — To help with the heavy flow of traffic, they're extending the eastbound shared through/right turn lane by about 245 feet. It should give us a little more breathing room when trying to hop onto the parkway.
- Clairmont Road (SR 155) from Rosecliff Drive to I-85 — Improvements are coming to the 1.5-mile stretch between the I-85 ramps and Lavista Road. This is a heavy-traffic zone for Oak Grove and Briarcliff Woods neighbors, so start eyeing your cut-throughs now.
- North Druid Hills Road at Azalea Circle & Clairmont Road — Some great news for the neighborhood's "walkability" score! This project plans to add a shared-use path on the south side of North Druid Hills and a 6-foot-wide sidewalk on the north side. It's a huge step toward making this stretch less of a "cars-only" zone.
- I-285 Bridge Preservation (DeKalb County) — Crews will be hitting four bridge locations on the Perimeter for "preservation" work. This includes things like painting, tightening bolts, and joint replacement. We all know any work on the 285 loop can ripple into our local streets, so stay alert for weekend closures.
