Atlanta City Council sends Beltline rail resolution to mayor's office
The council voted unanimously to pass the resolution, introduced by Kelsea Bond with nine co-sponsors, calling for an implementation plan and timeline for light rail on the 22-mile corridor by January 2027, though Byron Amos successfully amended the measure to strip language supporting use of Beltline Tax Allocation District funds for rail, arguing money is still needed for Westside development before the TAD sunsets in 2030. Michael Julian Bond then moved to send the resolution directly to Mayor Andre Dickens' office, a motion that also passed unanimously.

YWCA Greater Atlanta announces reopening of renovated Phillis Wheatley campus for early 2027
YWCA Greater Atlanta CEO Danita Knight announced at the Sept. 18 Transform Westside Summit that the renovated Phillis Wheatley Westside Campus will open in the first quarter of 2027, offering programs like the Digital Skills Academy, Early Learning Academy, and ENCOREplus breast health screenings. The campus will also mark the first-ever regional partnership between the YWCA and YMCA, alongside healthcare partnerships with Morehouse School of Medicine and CHRIS 180.

In construction hot zone, relatively affordable duplex hub takes shape
Brawley Commons, a Westside Future Fund and Atlanta Land Trust collaboration at Proctor Street and James P. Brawley Drive in English Avenue, broke ground earlier this year and will deliver 10 for-sale homes across five duplexes, with four sold through the land trust's affordable pathway model. Nearby comparable Atlanta Land Trust duplexes have sold in the $260,000s for three-bedroom, three-bathroom units around 1,300 square feet, and down-payment assistance will be available to qualifying buyers.

Atlanta detention center sale sparks heated debate
A Sept. 23 work session on the proposed $68 million sale of the 1,300-capacity Atlanta City Detention Center to Fulton County, appraised at $144 million, devolved into a shouting match involving advocates, police, and officials. Sheriff Patrick Labat cited 141 new hires and a 10% staffing increase in 2026, while critics including Southern Center for Human Rights policy director Tiffany Roberts and NAACP legal fellow Ashley Conyers argued Rice Street jail remains understaffed at 54% of required levels and under federal consent decree.

Atlanta City Council seeks tally of vacant sites to develop housing

Atlanta City Council had a busy week, with the full council passing the Beltline rail resolution covered in today's news section, plus a handful of zoning items still awaiting published outcomes since those minutes aren't posted yet. At the Committee on Council, members voted 5-0 to recommend former Council President Felicia Moore for a seat on the City of Atlanta Ethics Board, giving her a three-year term representing the Atlanta Planning Advisory Board. The committee also unanimously backed two reappointments to the Atlanta Commission on Women and approved a new appointee to the Special Event Technical Advisory Group tied to Piedmont Park security planning. Several bigger changes stayed parked in committee, including a proposed rule requiring public comment speakers to go in strict sign-up order, a charter amendment that would force every piece of legislation to name a primary council sponsor, and a push for an independent investigation into the city's contracts with Foris Webb III. - 715 W Whitehall St SW — The Residences at West End, a planned 175-unit mixed-use development next to the West End MARTA Station, is still moving through review. This is a big one to watch if you're near the station.
- 918 Dill Ave SW — Three separate permits are in motion for this one building. The owner's splitting the existing 7,000 sf space into a health department permitted suite, offices, and a small-format grocery store. That corner spot is about to get a lot more useful.
- 1298 Donnelly Ave SW — Cloud 9 Smoke and Vape is taking over an existing commercial building with a full tenant improvement and adaptive reuse permit. Expect buildout activity here soon.
- 840 Woodrow St SW — A commercial pool permit got accepted for an apartment complex. If you live nearby, expect construction crews and equipment trucks in the area.
- 866 Murphy Ave SW — New electrical service and a stainless steel panel box are going in to power security lighting and other new equipment. Permit's already issued, so work could start any day.
- 1536 Ralph D Abernathy Blvd SW — A commercial suite is getting a cosmetic refresh, new paint and interior door replacements. Low-impact, but a sign of turnover in that stretch.
- 929 Lee St SW — Fire sprinkler heads got relocated and added to fit a new ceiling layout. Routine life-safety work tied to a bigger renovation somewhere in that building.
- 1116 Murphy Ave SW — A temporary power pole permit is pending, usually a sign that construction is about to start or is already underway on site.

- SR 14 @ Beltline Westside Trail — This project will refurbish the entire length of the existing SR 14 bridge over the Beltline (abandoned CSX railroad) extending under Marta, CSX Railroad and Murphy Avenue to the south with concrete lining to supply reinforcement. GDOT lists Fulton as affected county.
- SR 14 from Norman Berry Drive to Csx #718047H — This project, selected by the District Maintenance Office, is the resurfacing of SR 14 to improve the roadways current low OCI score. GDOT lists Fulton as affected county.
- I-20 @ 2 Locs in Fulton County - Bridge Preventative — Bridge Rehabilitation.
- I-20 from Linkwood Road to I-85 - Lighting — The purpose of this project is to upgrade the existing lighting systems, along this corridor, from HPS to energy-efficient LED fixtures. GDOT lists Fulton as affected county.

- Downed Trees — Eight reports came in for Beecher St SW, Westmont Rd SW, Princess Ave SW, Derry Ave SW, and Ralph David Abernathy Blvd SW. Crews have closed most of them out.
- Traffic Signal Repairs — Non-emergency issues popped up at W Whitehall St SW and Ralph David Abernathy Blvd SW, Ralph David Abernathy Blvd SW and Murphy Ave SW, Beecher St and Cascade Ave, Donnelly Ave and Lawton St/Hall St, and Avon Ave and Oakland Dr. Three more urgent, emergency-level repairs got called in for Oakland Dr and Avon Ave, Oakland Dr SW and Campbellton Rd SW, and Donnelly Ave and Hall St. That's eight signal complaints in one week, so keep an eye out at these intersections until the work wraps up.
