Fulton sets its 2026 tax rate and moves to abolish its ethics board; Atlanta weighs a self-storage ban

Note: our information comes from posted meetings documents (agendas and minutes when available) โ€” latest source document hyperlinked to each meeting.

Past Week Roundup

Fulton County Board of Commissioners
Commissioners set the 2026 property tax rates, including a General Fund rate of 8.87 mills, after a push by Commissioner Bridget Thorne for a lower 8.22 mill rate died for lack of a second. The board also voted 4-1 to start abolishing the Fulton County Board of Ethics and replace it with independent hearing officers, and it told the County Attorney to draft the ordinance. On spending, commissioners approved about $14 million in standby wastewater construction contracts with four firms and $3.76 million more for maintenance and upgrades at the Camp Creek facility. They also put a $9.58 million senior and behavioral health transportation contract extension on hold. And they directed the County Manager to write policies for how the county uses artificial intelligence, which affects how your data and services get handled. A proposal to limit public comment to agenda items failed for lack of a second, so you can still speak on other topics.

Atlanta City Council
Minutes aren't yet published for the council's Oct. 5 meetings, so what follows comes from the agendas. The full council took up a citywide rule requiring a special use permit for any new self-storage facility, a $2.34 million purchase of about 12.6 acres for a new park in District 10, and an ordinance ending admission fees at city pools during free open swim hours. The agenda also included several rezonings that would turn industrial and single-family land into apartments and shops, plus public hearings on closing three streets. Held in committee were a proposal to ban data centers from using drinking water for cooling and a resolution to sell the Atlanta City Detention Center to Fulton County for up to $68 million. At the Committee on Council, the agenda featured a resolution asking elections boards to put certified police officers at recreation centers used as polling sites. The committee also had two ordinances on the order of public comment sign-ups, a call for an outside investigation into city contracts with Foris Webb III, and board appointments including seats on Invest Atlanta and the Water and Sewer Appeals Board.

Atlanta Public Schools
The Board of Education took up final adoption of the tax levy request that funds the FY2027 General Fund budget, which sets the school portion of your property tax bill. Board members approved construction management contracts for renovations at Booker T. Washington High School and the Medical Magnet Academy, and for building upgrades at Mary Lin Elementary. A third contract bundles HVAC and building systems work at Parkside Elementary, Heritage Academy, and Hollis Innovation Academy. The board also approved leasing the former Towns Elementary property to the Atlanta Volunteer Lawyer Foundation and Compudopt, which puts a vacant school building back to community use. Updates to the student screen time policy and an E-SPLOST VI sales tax reconciliation with DeKalb County schools rounded out the consent items.

CONSTRUCTION

A Whitehall warehouse demolition, a pool rebuild on Garibaldi, and a new Lee St signal

Permits
- 715 W Whitehall St SW: Commercial demolition permit filed for the vertical demolition of an existing warehouse. It's still routed for review. If it's approved, expect noise and heavy equipment along the corridor.
- 950 Garibaldi St SW: Site improvements for a proposed pool redevelopment, including new concrete paving. The permit is routed for review. It's an early sign the pool site is getting a rebuild.
- 1031 Lee St SW: New power service issued for the traffic signal at Lee St and Sylvan St. A new signal at that intersection should make crossing easier for you.
- 889 Lee St SW: Electrical permit issued for conduit, wiring, and breakers to support five EV chargers. Charging options are growing along Lee St.
- 929 Lee St SW: Fire sprinkler permit issued to relocate four heads and add two to fit a new ceiling layout. That points to an interior rework underway.
- 609 Whitehall St SW: Commercial conversion permit for a full interior refresh. The work includes new countertops, shiplap accents, fresh paint, and new flooring. Keep an eye out for what opens here.

Road Work

Under Construction
- SR 14 @ BeltLine Westside Trail โ€” The full length of the SR 14 bridge over the Beltline is being refurbished and reinforced with a concrete lining, extending under MARTA, the CSX railroad and Murphy Avenue.

- I-20 from Linkwood Road to I-85 - Lighting โ€” Crews are swapping the old high-pressure sodium lights along this stretch for energy-efficient LEDs, and may also replace poles, conduit and wiring.

Service Requests
- Overgrown Right of Way | Five reports came in at Delevan St and W Ave, Sells Ave and Inman St, Oglethorpe Ave and Evans St, Shannon Dr SW, and Rogers Ave SW and Marler Way SW. Overgrowth at corners can block your view of oncoming traffic, so watch those intersections.

- Litter Removal | Arlington Ave SW and Oakland Dr SW each have a report waiting on cleanup.
- Traffic Signals | An emergency repair at Metropolitan Pkwy and Deckner Ave got filed on 10/09. A separate non-emergency signal repair is open at Peeples St and Ralph David Abernathy Blvd.
