Self-storage freeze passes, Ansley Golf Club SUP approved, and E-SPLOST heads to November ballot

This big news this week is that the council enacted a 180-day citywide freeze on new self-storage facilities while the city reviews its zoning guidelines. Beyond that, the council approved a $62.9 million contract for terminal upgrades at Hartsfield-Jackson and a $1.75 million agreement for Amazon Web Services cloud support across several city departments. The committee also cleared the way for a November 3 special election asking Fulton County voters whether to continue a 1% sales tax dedicated to education (E-SPLOST), a decision that will show up directly on your tax bill if it passes. On the zoning side, a proposed Ansley Golf Club special use permit was approved, and a resolution demanding answers from the Fulton County Chief Assessor about a long-stalled, decaying construction site receiving property tax breaks also passed unanimously. Several notable proposals didn't advance this week, including new short-term rental regulations, changes to public comment procedures at council meetings, and a proposal requiring certified law enforcement officers at recreation centers used as polling places, all held in committee, meaning there's still time for public input before any of them move forward.

Anthem Automotive coming to Piedmont Rd, mixed-use conversion on N Highland, and I-85 going LED

Permits

- 780 N Highland Ave NE — A 1-story building is getting converted into mixed-use space. The permit is still working through review, but this one signals a meaningful change coming to that stretch of N Highland.
- 1402 N Highland Ave NE — Interior demo permit is ready to issue. Selective demolition of nonstructural elements, so expect some noise but no major structural disruption to the building.
- 736 Ponce de Leon Ave NE — A salon is converting to a retail clothing store. Minor interior work only, but the business mix on that block is shifting.
- 2321 Cheshire Bridge Rd NE — ADA upgrades are ready to issue, including new concrete parking spaces and an upgraded ramp. Exterior work, so expect some activity in the parking area.
- 2173 Piedmont Rd NE — Two permits filed here. One is converting lower-level space into an Anthem Automotive car repair shop. The other is prepping upper-level white box space for a future tenant. This building is actively being built out on multiple floors.
- 1544 Piedmont Ave NE — A commercial miscellaneous permit tied to the city's Second Amended Consent Decree work is routed for review. Details are limited, but this is city-initiated infrastructure work.
- 2057 Telfair Cir NE — Replacement windows going into a multifamily building. Routine, but worth knowing if you live nearby.

On the residential side, the area logged 46 permits this period, mostly HVAC replacements, additions, and minor alterations. Nothing dramatic, but the steady volume reflects how active the housing stock stays in this part of town.

Road Work

Under Construction
- I-85 Lighting Upgrade (Fulton County) Crews are replacing the old high-pressure sodium lights with LED fixtures along I-85 between I-75 and north of Lenox Road. Work may also involve pole and conduit replacement.
- SR 13 Resurfacing (Fulton County) SR 13 is getting a fresh surface from SR 9 north to North Fork Peachtree Creek. The road hasn't been repaved since 2012, so this one's overdue.
- Buford Spring Connector Tunnel Lighting (Fulton County) The tunnel at the Buford Spring Connector and I-85 is getting its lighting upgraded from HPS to LED. Conduit and wiring work may be part of the job too.
- SR 9 Resurfacing (Fulton County) Paving crews are working on SR 9 from SR 3 north to Paces Ferry Road. If you travel Peachtree through Buckhead, factor in some delays until this wraps up.

Service Requests

- Potholes — Twelve reports filed across the area, with clusters on Johnson Rd NE (four reports alone), plus hits on Cheshire Bridge Rd NE, Faulkner Rd NE, the Piedmont Cir/Piedmont Rd intersection, and Amsterdam Ave NE at N Highland Ave, among others. Several are in progress, though a handful were closed as duplicates or referred to the sewer division.
- ROW Litter Removal — Nine reports filed, with Cardova Dr NE showing up twice. Other locations include Greenwood Ave NE, Lindbergh Dr at Armand Rd, and Adair Ave NE, plus a few more scattered around the area.
- Traffic Signal Repairs — Five reports total. Two emergency-level signal issues at Monroe Dr and Montgomery Ferry Dr were already resolved. Three non-emergency repairs are still in progress at 10th St NE, the Monroe Dr/Montgomery Ferry Dr intersection, and Ponce de Leon Ave NE.
- ROW Overgrowth — Three visibility and overgrowth complaints on Yorkshire Rd NE, Adair Ave NE, and the Cleburne Ter/Ponce de Leon Ave intersection. Two are resolved and one is closed.
- Graffiti — One report filed at Virginia Ave and Maryland Ave, currently in progress.
- Downed Tree — One report at Piedmont Ave and Rock Springs Rd, now closed.
