Council puts the $68M jail sale on hold, and Fulton delays its millage rate and health plan votes

Note: our information comes from posted meetings documents (agendas and minutes when available) — latest source document hyperlinked to each meeting.

Past Week Roundup

Fulton County Board of Commissioners
Commissioners held an eight-minute special meeting on September 30 to take public comment on the 2026 General Fund millage rate, which sets your county property tax rate. Two residents spoke by Zoom, but the board took no vote to adopt a rate, so that decision is still ahead. Commissioners also voted 4-0 to pull two items from the agenda: the 2027 contract renewal with Anthem Blue Cross Blue Shield and the proposed 2027 premium rates for county employees and retirees. Those health plan decisions now sit unresolved, and they affect the benefits of thousands of county workers and retirees.

Atlanta City Council
The Finance/Executive Committee unanimously held the proposed $68 million sale of the Atlanta City Detention Center to Fulton County, as covered in today's news section, and the item returns October 5. That committee also advanced a $325,000 donation to Gateway Center for homeless services and a $438,005 weapons detection upgrade contract. The Transportation Committee approved a string of airport deals, including a $4.9 million rental car center maintenance extension and $640,000 in design work for parking deck expansion. It also unanimously held three street abandonment proposals and kept proposed BeltLine bike and vehicle lanes in committee, so those stay on hold. The Zoning Committee minutes are posted, but the summary available only covers the agenda, so outcomes aren't confirmed here. That agenda included a citywide special use permit requirement for new self-storage facilities, a sweeping rewrite of the zoning code, and several industrial-to-mixed-use rezonings. The Community Development/Human Services Committee agenda (minutes aren't yet published) took up two park land purchases, stronger tree protections, and a $7.75 million federal lead hazard grant, while the City Utilities Committee and Public Safety & Legal Administration Committee agendas covered water bill spike protections, a data center water ban, and surveillance technology oversight.

Atlanta Public Schools
The Student Advisory Council met September 30 at the Center for Learning and Leadership. The record shows no minutes and no votes, so the session produced no formal decisions. The agenda centered on the district's "Forward 2040" long-term plan, efforts to strengthen the core instructional curriculum, and an overview of student standing committees. Nothing from this meeting changes school zoning, taxes, or contracts, and you don't need to act on anything from it.

CONSTRUCTION

A new Atlantic Dr duplex, site work at Trabert Ave, and EV chargers on Marietta St

Permits

- 1205 Atlantic Dr NW: A new three-story duplex (two dwelling units) is in review on the existing lot. Expect foundation and framing work if it clears. It's still routed for review, so no start date yet.
- 739 Trabert Ave NW: Two commercial filings landed here on 10/02, one for land development and one for an alteration. Neither lists details yet. Land development filings usually mean site work is coming, so keep an eye on this one.
- 1175 Chattahoochee Ave NW: A tenant build-out of a second-generation space is ready to issue. Selective demolition of the existing office comes first, so some interior teardown is on the way.
- 1000 Marietta St NW: Four electric vehicle chargers and a Nema 3R enclosure are in review. More places to plug in along the corridor is a good sign for EV drivers.
- 1055 Howell Mill Rd NW: Two filings for Suite 1150, a fire alarm renovation and a fire sprinkler system add/relocate built to the 2022 NFPA 13 standard. Together they point to a suite getting a full refresh.
- 1800 Howell Mill Rd NW: Minor interior renovations, about 315 square feet, are planned inside an existing 12,030-square-foot medical space. The footprint is small, so patients shouldn't notice much.
- 630 10th St NW: One side entrance will be closed off with a half wall and windows above it. If you use that door, plan on a different way in.
- 1016 Howell Mill Rd NW: Plumbing work is issued. The crew is installing new fixtures and relocating the water heater onto a platform.
