BUSYBODY WEST MIDTOWN / COLLIER HILLS

Hey, West Midtown and Collier Hills! It's a consequential week at City Hall, and the decisions being made could reshape the warehouse corridor you've been watching for years. A key committee vote on rezoning Logan Circle and Chattahoochee Avenue from industrial to mixed-use is on the docket Tuesday, and Mayor Dickens just made a significant move on how the city funds neighborhood investment — one worth understanding before the money starts to flow.

- News — Mayor Dickens cuts the Beltline from certain TAD extensions and refocuses the dollars on anti-displacement, while Woodrow House tops out along the Beltline with affordability baked in.
- Events — Screen on the Green hits Atlantic Green Thursday, an Indie Market rolls through Chattahoochee Food Works Wednesday, and a plant sale and artisan market lands at Roundtrip Brewing Saturday.
- Government — A City Council committee votes Tuesday on rezoning Logan Circle and Chattahoochee Avenue from industrial to mixed-use — one of the more significant land-use decisions this corridor has seen in years.
- Construction — A 65-unit use conversion is under review at 1050 Howell Mill, signal upgrades are underway at 14th and Northside, and five traffic signals near Georgia Tech are currently out.

Let's dive in.

Dickens cuts Beltline from TAD plan, and the Fulton chair race heads to a June runoff

Dickens pitches pared-back TAD extensions to fund $5.5B neighborhood plan
Mayor Andre Dickens is reshaping how Atlanta funds its most ambitious neighborhood investment push yet by cutting the Beltline out of certain Tax Allocation District extensions and refocusing the money on anti-displacement and accountability. For communities like the West Side, where gentrification pressure is relentless, the policy shift could meaningfully change who actually benefits from the next wave of city investment.

Fulton County Commission Chair Race Moves to June Runoff
Incumbent Robb Pitts and former Commissioner Mo Ivory are headed to a June 16 runoff after neither candidate locked up a majority in the May primary. The Fulton County Commission chair holds significant sway over everything from regional infrastructure to the courts — mark your calendar and make sure you're registered to vote.

Georgia Tech Graduate Continues Family Legacy of Trailblazing Integration
A recent Georgia Tech graduate walked across the same campus his grandfather helped integrate decades ago as one of the university's first Black students — a full-circle moment worth pausing on. For Home Park and West Midtown, where Tech's footprint shapes so much of daily life, this story is a reminder of just how much history is embedded in those familiar yellow jackets.

Posy Press Brings Risograph Art to Goat Farm's Ongoing Transformation
Even as cranes and construction crews continue remaking the Goat Farm Arts Center, a new creative studio has quietly taken root there. Posy Press is offering eco-friendly risograph printing classes and artist events — an analog, intentionally imperfect art form that feels like exactly the right fit for a neighborhood still figuring out what it wants to become.

Mixed-Income Development 'Woodrow House' reaches major construction milestone
Woodrow House has officially topped out along the Beltline, with Woodfield Development now moving into pre-leasing for the mixed-income residential project. It's another sign that the corridor's transformation is accelerating — and that, at least in this case, affordability is part of the equation.

Fulton weighs a jail booking shift and City Council discusses privatizing TSA

Note: our information comes from posted meetings documents (agendas and minutes when available) — latest source document hyperlinked to each meeting.

Past Week Roundup

The Atlanta City Council recently moved forward on several major infrastructure and housing initiatives while choosing to defer final votes on next year’s billion-dollar budget and property tax rates. At the May 18 full council meeting, members approved a study to explore privatizing security at Hartsfield-Jackson Airport and greenlit a street abandonment for Georgia State University’s expansion. Meanwhile, the Community Development committee is weighing a massive proposal to transform industrial corridors in West Midtown into high-density residential and retail hubs. To improve public safety, a resolution is being considered to add dedicated bike and motorized vehicle lanes to the Atlanta Beltline to separate them from pedestrians. The Council also advanced a plan to offer free summer camps for children qualifying for free or reduced lunch, though a Committee on Council proposal to station police at all recreation center polling places was held for further review. These actions collectively signal a significant push toward urban density and social equity even as major fiscal decisions remain in limbo.

The Board's May 20 agenda includes a vote on more than $5.3 million in grants to nonprofits through the county's Community Services Program, which funds a wide range of social services for residents across Fulton County. Commissioners are also scheduled to take up a resolution asking the Fulton County Sheriff to decline bookings for certain misdemeanor offenses — a significant policy shift aimed at reducing jail overcrowding and reserving space for people charged with more serious crimes. On the economic development front, a resolution is on the agenda to help independent small businesses in South Downtown capitalize on foot traffic and visibility from the 2026 World Cup. Perhaps most notable politically, the Board is set to vote on authorizing a legal challenge to Georgia House Bill 369, a new state law that would require nonpartisan elections for county officers and district attorneys in Fulton and several other metro counties beginning in 2028 — a move that would fundamentally change how voters in those counties choose their top local officials.

- Atlanta City Council — Community Development/Human Services Committee — Tuesday, May 26 at 1:30 PM
Final votes are scheduled on rezoning a large cluster of properties along Logan Circle and Chattahoochee Avenue from Industrial to High Density Mixed Use — a significant shift that would open the door to tall mixed-use development in West Midtown's warehouse corridor. The committee will also consider a sweeping neighborhood investment ordinance that would extend Tax Allocation Districts and create a new Neighborhood Reinvestment Initiative trust fund. Also on the agenda: a special use permit request for a large alcohol-serving venue at 665 Marietta St NW, and a proposal to modify building conditions at 1579 Gates Pl NW.

- Atlanta City Council — Finance/Executive Committee — Wednesday, May 27 at 1:30 PM
The committee is set to consider the FY2027 budget and property tax rates, a proposal to ratify an executive order creating a FIFA World Cup "activation zone" in Downtown Atlanta (June 11–July 19), and a utility easement at Fire Station 26 on Howell Mill Road NW needed to advance the Howell Mill Complete Street project. Also on the agenda: a potential surcharge on electronic payments to the city, $3.9 million for roof repairs at city water treatment facilities, and a new citywide food distribution trust fund.

A 65-unit conversion under review at Howell Mill, plus signal work at 14th and Northside

Permits

- 1050 Howell Mill Rd — A partial occupancy conversion is under review that would flip 65 units in an existing apartment building to a new use. Details are still emerging, but any change at that scale is worth watching.
- 1016 Howell Mill Rd — Interior build-out underway for a new leasing office serving 1016 Lofts. A sign that the property is actively marketing and filling units.
- 1650 Marietta Blvd NW — Electrical work tied to new rooftop mechanical equipment. Expect some rooftop noise during installation.
- 1385 Collier Rd NW — Five fire alarm devices being added to a commercial space. Routine safety upgrade, but signals active occupancy or a tenant transition.
- 630 10th St NW — Sink relocation with full plumbing work at a commercial space in Home Park. Small scope, but often a sign of a kitchen or bar reconfiguration.
- 201 17th St NW — Two permits filed at this Atlantic Station address, both described as inspection-only or no new work. Someone's getting a certificate of occupancy in order — a tenant move-in may be imminent.

On the residential side, the area logged 28 permits this week, mostly HVAC replacements, water heater swaps, and fire sprinkler work — the unglamorous but necessary stuff of homeownership.

Road Work

Under Construction
- SR 3/US 41 Intersection Improvements (Fulton County) — Signal timing and configuration upgrades at the cluster of Northside Drive, 14th Street, and Hemphill Avenue. The work aims to simplify the intersection and add flexibility for signal operations — good news long-term, but expect delays around this busy corridor in the meantime.
- I-75 Lighting Upgrade (Fulton County) — LED fixture replacements along roughly 1.8 miles of I-75 between Musket Ridge Drive and I-85. Pole and conduit work may be part of the scope. Nighttime lane restrictions are likely during active work phases.
- Bridge Preservation at Multiple Locations (Cobb, DeKalb, and Fulton Counties) — Crews are applying co-polymer overlays, painting steel beams, and replacing bridge joints at seven locations across three counties. The Fulton County sites are the ones most likely to affect this area — watch for lane closures on affected structures.
- SR 9 Resurfacing (Fulton County) — Paving work running along SR 9 (Peachtree Road) from SR 3 north toward Paces Ferry Road. The road scored low on pavement condition ratings, so the work is overdue. Expect reduced lanes and rough transitions near active paving zones.
- Buford Spring Connector Tunnel Lighting Upgrade (Fulton County) — LED lighting is being installed in the tunnel at the I-85 interchange. Conduit and wiring work is included in the scope. Though a bit farther out, it can ripple back into westside traffic if I-85 backs up.

Pre-Construction

- Marietta Boulevard Corridor (Coronet Way to Donald Lee Hollowell Pkwy) — A scoping study is underway to plan future reconstruction and resurfacing of this stretch of Marietta Blvd. No shovels yet, but the groundwork is being laid for a significant corridor overhaul affecting access between Bolton and Blandtown.
- Marietta Boulevard Shared-Use Path (Donald Lee Hollowell Pkwy to Coronet Way) — A companion project to the one above: this one would add a shared-use path along the same Marietta Blvd corridor, making it more bikeable and walkable. Good news for anyone connecting to the Westside on two wheels or on foot.
- Marietta Road Bridge Replacement (Thomas Street to W. Marietta Street) — The existing Marietta Road bridge over the former CSX Tilford Yard is slated for full replacement, with new pavement, curb and gutter, and 5-foot sidewalks on both sides. When this one moves to construction, expect real disruption in this corridor near Home Park and the Marietta Street Artery.
- Northside Drive Realignment (Marietta Street to 8th Street) — A new alignment of Northside Drive is planned between Marietta Street and 8th Street, with two northbound and two southbound lanes and improved intersections at both ends. A major reconfiguration for anyone driving in and out of the Georgia Tech and Home Park area.
- I-75 Roundabout at Moores Mill Road — A two-lane roundabout is planned at the I-75 northbound ramps and Moores Mill Road interchange. If you use this on-ramp regularly from Collier Hills or Cross Creek, this will eventually change how you enter and exit the highway — but for now, it's still in planning.

Utility Work

Atlanta Watershed
- Lane Closure on Moores Mill Road for Storm Drain Improvements — Lane closure on Moores Mill Road between Warren Rd. NW and Ridge Road NW for storm drain improvements. Expect traffic impacts in the area while work is underway.

Service Requests

Five traffic signals are currently under repair across the area, with outages reported at 10th St & State St, 10th St & Atlantic Dr, Ferst Dr & Atlantic Dr, Ferst Dr & Fowler St, and Northside Dr & Marietta St — a cluster worth keeping in mind if you're navigating the Georgia Tech corridor this week. Crews are also working on right-of-way overgrowth at Ridgeway Ave NW, La Dawn Ln & Sumter St, and along Northside Dr. A pair of potholes on Verner St NW are in progress, and graffiti on Deering Rd NW has been addressed.
